The hardest way to tied up=1

3) Alice Pleasance

She appeared in the animated Batman episode "Mad as a hatter". Even if Alice never turned into a villain together with The Mad Hatter. She is really untrained and really weak that makes her damages and attacks very useless against someone to tied up her.

2) Harley Quinn

She is one of Jokers henchmen. She is fast and so but she is incredibly in loved with the Joker. So if someone trick her with some Joker thing or joke she will go for it and than she is just defenceless like a little girl

!

2) Poison Ivy

Without her plants she is really weak and untrained that a little dwarf can easily tied her up like if she was like a baby.

1) Catwoman

She is kinda hard to tied up because she knows how to use her whip at the same time that she can fight and run fast.
But what makes her very easy is that she is like a little kitty and a woman without any superpowers.

I've seen her in comics and in BTAS. She is a psychiatrist, can escape The Batman sometimes, and can find the Joker's socks. she is not what you call "incredibly stupid."

I'd say Harley, Ivy, and Catwoman are all ones. And Alice is a three.
